Criminals desperate despite vigilance:Daily Sun

 Although law enforcement agencies created tight security blanket across the country ahead of the Eid, desperate offenders cannot be controlled. The incidences of murder, mugging, and extortion are on the rise. Every year, Dhaka Metropolitan Police (DMP) beefs up security measures during Ramadan to provide the city-dwellers with extra security. The security this year is more stringent compared to
the previous times. Already, three snatchers died in shootout with police. Yet, murder, abduction mugging and rape have been widespread since the outset of the Ramadan. A report of the Police Headquarters shows crimes increased by 337 in June compared to the previous month. On the other hand, the offences committed in April were 2,428 more than that of March. In the first 10 days of the current month, 5000 thousand cases were registered. Not only common people but also the members of police are affected by the offenders. A silent extortion continues in the transport sector. Some vested quarters identifying themselves to be affiliated with the ruling party are grabbing land of the common people. Ruling party men have been locked in infighting. Public life is jeopardized as law and order has nosedived. Criminology experts think the law enforcers are not being allowed to discharge their duties freely. It has been difficult for the police to control the situation in absence of RAB patrol. Meanwhile, a section of police officers are allegedly busy with satisfying political figures. Amid slack in RAB duty, offenders are being encouraged. As many as 89,509 cases were filed across the country during a period from January to June this year, said sources at the Police Headquarters. During this time, 263 murders were reported while mugging rose to above 1,000. More than 500 incidences of attack on police were registered while 448 robberies committed. In the capital, the number of cases was 1,622 with 21 murders reported there. In the country, 16,581 cases were lodged in May. During this time, 1,692 cases have been lodged in the metropolis; which include 21 for murder. In April, number of cases in the country was 16,649. During this month, 1,559 cases were filed in the city which included 24 murder cases. In March, the number of cases across the country was 14, 221 including 1,570 in the metropolitan city. In this month, 10 murders took place in the capital while incidents of mugging occurred regularly. Various steps to contain crimes: It is learnt from intelligence sources that consequent upon rise in crimes in the country including Dhaka in recent days the State Minister for Home held a series of meetings with top law enforcing officials. Guidelines have already been given to nab extortionist, daring terrorists, members of oggyan party and muggers. On receipt of the guidelines, police took various steps including increasing the number of the check posts in the capital. Strict order has been issued from Police Headquarters to the SPs to keep law and order situation under control outside of Dhaka. But no order or strategy is producing any result. Very much amid the strict vigilance, incidents of murder, women persecution, mugging and extortion are taking place everyday. The criminals are taking advantage of using the name of front organisations of the ruling party. Knowing fully well, police are overlooking their activities. On the other hand, some overenthusiastic police officers out of political biasness are not showing interest in containing the criminals. Police are also fed-up with the tender manipulation, extortion, admission trade and other crimes of Chhatra League, Jubo League activists side by side with terrorists. Panic exists among common people due to rise in crimes. Regarding the issue Home Minister Asaduzzaman Khan Kamal said the law and order situation has not deteriorated although one or two sensational incident took place. Drive is going on to arrest the criminals. Clue has been found in most of the recent incidents. DMP spokesman joint commissioner Monirul Islam said centering Ramadan and Eid, the flow of money in people’s hand increased. And the criminals have become very active. But police are also very active now. A number of police officials said DMP commissioner has directed to the OCs of 49 police stations and DCs of 8 crime zones to arrest the criminals in order to improve the law and order situation. Police headquarters has also instructed the SPs in the districts to control the law and order. Wishing anonymity, some police officials said after any massive incident in the country the ruling party leaders try to divert the incident in another way using police. Thus, real culprits (killers) go into hiding. Police officials, however, worried over the sudden deterioration of law and order. Eminent lawyer Dr Shadeen Malik said the crimes in the country are rising as the criminals are not being punished. Some 10 percent cases see punishment. Political interference is blamed for obstructing trial. Political interference on police, political appointment or promotion in police department cannot bring any good for the law and order situation. In reply to a question, he said lack of will is seen among the police members in controlling law and order as many unskilled members are busy with their own interests following the instruction of the politicians. Security analyst Major Gen (retd) Abdur Rashid said that political leaders are interfering in the works of police for a long time. RAB’s inaction after Narayanganj incident has encouraged the criminals to commit crime which results in more criminal acts. Police department is now under a lot of pressure. They have no way to raise an excuse. Whatever happens they have to ensure the safety of the common people. Assistant Professor of Maulana Bhashani Science and Technology University Criminology Department Omar Faruk said that the rate of crime has increased in the country. To control the law and order situation it is necessary to bring Police Department under accountability. Omar thinks that if an independent commission can be made for police department, no one will be able to interfere in the activity of police. He also thinks that the unworthy police officials should be removed and qualified officials should be awarded. Answering a question he said that because of the absence of RAB, the criminals are very active now. To control the situation RAB should be brought on the street immediately. Several sources including those in Dhaka Medical College said that more than 200 people fall victim to dope gang in the capital from January to June of the current year. Muggers shot two Sub inspectors of Police at Banglamotor on the last July 7. In that incident one mugger with Tk 59 lakh was arrested. Some miscreants, identifying themselves as DB Police, abducted an old man named Amin Uddin Bhuiyan from Chondalvog of Turag on the last July 5. A security guard named Liton sacrificed his life while he tried to protect a girl from being kidnapped. He was shot by the miscreants at Uttara on the last July 3. On July 2, a man named Shohidul Islam was murdered by stabbing by some miscreants at Mugda. Some terrorists tried to kill former president of Bangladesh Chatra League Enamul Haque Shamim. Those who have been arrested for this incident, most of them are involved with the ruling party. Tk 31 lakh was snatched away from two Bkash employees named Tamim and Jony. The snatchers stabbed them both and blasted bombs during the incident. Another Bkash employee named Iran Chowdhury was shot at Ulon in Rampura on the last june 5. Tk 1.8 lakh was snatched from him.
