DC confce decisions shown implemented only on paper:Daily Sun

  All the decisions taken at the conference of the Deputy Commissioners (DC) are shown implemented at the end of the year. But ratio of implementation at the field level is not so high. Although 92 percent of 474 decisions taken in the last year were shown implemented, many important decisions did not see the light. Such a DC conference is going to start tomorrow (Tuesday). This year, the conferen
ce is going to be held with 307 proposals which include restoring a law relating to cancellation of printing and publication of newspapers, empowering divisional commissioners to suspend union parishad and upazila chairmen and members and recasting managing committees of schools and colleges. Prime Minister Sheikh Hasina will inaugurate the conference with the expected participation of all secretaries, divisional commissioners, DCs, ministers and state ministers concerned. NM Ziaul Alam, additional secretary of the cabinet division, claimed 92 percent of the last year’s decisions were implemented. It is learnt that many decisions which are shown to be implemented, practically remain unlamented. The last year’s conference took a decision to make new policy guidelines on constitution of managing committee in educational institutions and appointment of teachers. The cabinet division says the decision was implemented. On the other hand, officials at the education ministry said the matter is confined to only an initiative to constitute a separate and transperent public service commission to appoint teachers in the non-government educational institutions, in line with the national education policy. A decision was taken last year to send list of the education institutions having midday meal scheme to the education ministry but in reality many lists were not sent yet. But the cabinet division says the decision was already implemented. It was decided to establish offices of Department of Narcotics Control (DNC) at Panchagarh and Shariatpur districts. The cabinet division says the project has been implemented. Officials at the home ministry which regulates DNC said the finance and public administration ministries approved allocation of fund. But the matter is yet to be placed before secretary committee on administrative development. Last year’s conference decided to create post of BRTA assistant director in the districts. It has been learnt that 57 districts are having the posts while process of creating such posts in 7 other districts is underway. But the cabinet division says the decision is implemented. The cabinet division claims 92 percent decisions are implemented—meaning the problems are solved. But many problems remain unresolved. In last year’s conference it was decided to amend the law relating to mobile court to empower the magistrates to punish an offenders on the basis of spot evidence although the accused person does not admit his/her guilt. The decision is yet to be executed. But the cabinet division says it is implemented. The issue is included in the agenda of this year’s DC conference. On the other hand, the issue of appointing round-the-clock doctor in the jails is still pending with the concerned ministry. Decision had been taken to re-excavate the Kumar river of Faridpur for the convenience of jute decomposing. Officials of the Ministry of Water Resources said that the re-excavation project of the Kumar River has not been approved yet. In the FY 2013-2014 the project was enlisted in the Green Page. Green Page means that the project is not approved but it will get priority. And it is enlisted in the completion list. At present, a lawmaker can hold the main post of managing committee of four schools at a time. His opinion is also taken to form managing committees of other schools in his locality. Through this process, the lawmaker controls every managing committee in his locality. In some cases it is seen that, while appointing teachers, partisan identity gets priority over educational qualification. Less qualified teachers are being appointed which is degrading the quality of education. In some cases, strong allegation of financial transaction in appointing teachers has been raised. DCs said that a central committee should be formed for appointing teachers. The issue is being shown settled though it is under ministry’s consideration. There was decision to start combined activities of different law enforcers in the district under the leadership of district magistrate. This issue is being shown as settled. But in fact there is no good relation between the district administration and different law enforcing agencies. SP does not respond to the call of DC. During the home ministry meeting last year, the issue of prevention of smuggling was included in the mobile court keeping the punishment. Officials of home ministry claimed that the issue needs more analysis while cabinet division said that it is settled. A decision was taken to appoint necessary manpower in police department under Rangpur City Corporation. Public Administration Ministry has not approved the decision yet. A decision was taken to form Gazipur Unnayan Kartripakkha. The government is working with the development of Sylhet, Barisal, Kuakata, Cox’s Bazar and Rangpur Unnayan Kartripakkha temporarily. According to Public Works Ministry officials the government will consider about Gazipur after completing tasks of Sylhet, Barisal, Kuakata, Cox’s Bazar and Rangpur. The tasks which are not included in the planning list are put in the settled list. According to saw mill rules, Tk 2000 for license fee and Tk 500 for renewal fee have been fixed. Saw mill owners have been earning huge profit per annum. So the government took the decision to increase the renewal fee. Forest and environment ministry officials said the issue of enhancing license and renewal fee is in final stage but ultimately is was not settled. But it has been shown in the settled list. Presently, there is no provision for shutting down any newspaper if any matter against the country is published in it. The provision was cancelled in 1990. The Dhaka District Administrator has proposed to restore that clause of the related law. Proposition has been made that the divisional commissioner should have the authority to suspend Union Parishad Chairmen and Members if they do anything against public interest. Mentionable, propositions made by District Commissioners aimed at increasing the entry age limit of government job for 30 to 32, making the voluntary retirement age limit 20 years after completing the 25 years service life in case of public servants. In addition other propositions stand for ensuring 25 days paternal leave for working father, initiating online General Diary (GD) system in every police station and banning usage of chemicals in food items. Mentionable propositions regarding the local government department were appointment, transfer and control of authority of pourashava secretary should be given to the divisional commissioner, authority to anointment and transfer should be given to Divisional Commissioners in case of first class pourashava and to DCs in case of other class of pourashava. The ministry holds these powers at this moment. There proposals were made related to the information ministry. Those are providing cable television licensing authority to the DCs, providing authority to cancel disclaimer of newspaper if it publishes anything against the country or anything that hurts the religious sentiment and increasing the price of declaration form. Thirteen proposals have come relating to Home Ministry. Of them, some are to initiate GD entry system through online, increase surveillance in border areas, raise BGB manpower, build watch tower and barbed ware fence in border areas, and beef up security system for district treasury. Among the Education Ministry-related proposals, the main proposals are: An office building will be built in every district for keeping text books, a high-powered committee will be constituted for appointing teachers and employees to private educational institutions, keeping 20 percent woman quota for appointing teachers to secondary level in the remotest areas of the country. Law Ministry-related proposals are: It is necessary to formulate policy for appointing GP and PP, more allocation to conduct case and lodge appeal. Proposal also came to start commuter train and double rail line from Dhaka to Bangabandhu Bridge. Among 38 proposals of Public Administration Ministry, the main proposal is to allocate paternal leave for the working fathers. Also the meeting proposed to bring land survey, land registration and land management division under the same ministry. Moreover construction and renovation of record room of Deputy Commissioner’s office, supply CS and SA volume, establish separate server at Upazila land office and necessary allocation for conducting cases for government properties.
