BNP grassroots leaders unhappy with Khaleda:Daily Sun

Opposition BNP could not hold any meeting of its national executive committee in the last 27 months amid various problems that reportedly made the grassroots and mid-ranking leaders despondent. Party-insiders said after the January 5 general election, the middle-level and grass roots leaders expected that the party would hold meeting of the committee to find the reasons for the failure in the an
ti-government movement and to plan the next course of programme. They are seriously upset as the high command of the party did not take any initiative to hold any meeting as its last meeting was held in April, 2012. “Our national executive committee meeting was not held for long. The meeting should be held so that grassroots leaders can speak in the meeting and exchange their opinions,” BNP leader Mahbubur Rahman told daily sun. Talking to daily sun, a number of the committee members said a meeting of the central body was not held because of the high-ranking leaders. “Top leaders do not want to hold any meeting in fear of the grassroots following their hiding and failure in the last movement,” a BNP leader said. “It is very unfortunate and disappointing for a democratic political party like BNP that it can’t hold its national executive committee meeting since a long time. The grassroots leaders got frustrated as they can’t get any scope of exchanging views about movement strategy and their position,” said a top leader. Replying to a query, Asadul Karim Shaheen, assistant office secretary of BNP, said, “Why do you want information on the national executive meeting? I can’t give you information as you will make news against BNP with the information.” “The party’s standing committee holds meeting regularly and discusses everything of the party,” he added. While asked about the national executive meeting, BNP joint secretary-general Ruhul Kabir Rizvi told daily sun, “I have to see the record file for the information about it.” It was learnt that BNP high-ups do not want to hold any national executive meeting as they will face a critical situation in it when the grassroots leaders can raise a question about the roles of senior leaders in the movement. On condition of anonymity, a member of the national executive committee said the BNP chairperson can not do important activities of the party, including holding national executive meeting, as she is surrounded by some ‘opportunists’, bureaucrats and civil-society members. He said the national executive committee exists only on paper as Khaleda Zia takes a crucial decision of the party through meeting with only the members of the party’s standing committee and close aides. “If meeting of the national executive meeting is held, many shortcomings and possibilities will come out, which will contribute for the intensified movement.” According to BNP office sources, the last meeting of the national executive committee was held on April 8, 2012. Over 27 months have already passed since then. After formation of the national executive committee in December, 2009, the first meeting of the committee was held in December, 2010 while the second one on April 23, 2011 and the third one on April 8, 2012. BNP joint secretary-general Mahbub Uddin Khokon said “Always group wise discussion is going on in the party. The BNP chairperson is sharing the party mater with the policymaking body and our leaders are sharing the party decision with others. The chairperson will hold a meeting in time. There is no problem in the party over the meeting of the executive committee.” BNP has also failed to hold its sixth national council in time although the tenure of the present committee expired on December 8 in 2012 as per the party’s constitution. BNP held its last and fifth national council on December 8 in 2009 and elected its national executive committee for a three-year term. The party claimed that they wanted to hold an extended meeting of the national executive committee in December, 2012 to set a date for the party’s next national council, but it failed to do so due to arrest of many leaders, including its acting secretary-general Mirza Fakhrul Islam Alamgir. Meanwhile, BNP claims that they are working for strengthening democracy in the country but democratic practice within the party still remains a far cry, said a political analyst. BNP Chairperson Khaleda Zia enjoys the absolute authority to convene the party’s national executive committee meeting. The committee, entrusted with the vital tasks of coordinating activities of different other bodies of BNP, must sit once in every six months as per the party charter. Comprised of 390 central and grassroots leaders, the committee can recommend action against any member and take steps to resolve intra-party dispute regarding formation of any committee. “But since the last meeting of the national executive committee in April 2012, the BNP chief has not taken any move to convene any meeting of such an important body, said a top leader of BNP adding: “If Madam [Khaleda Zia] does not want, nobody dares raise the matter before her.”
