Fake hospitals here and there:Daily Sun

  Eight government specialised and one general medical college hospital are spread over Shyamoli-Agargaon in Shere-bangla Nagar of the capital. Along with that there is a autonomous hospital. Taking all together, in these hospitals medical treatment is provided for 1500 admitted and several times higher number of outdoor patients everyday. However, just on the opposite side of these government est
ablishments on the way to Dhanmandi from Shyamoli via Asad gate there are private hospitals at every step. Besides solo hospital and diagnostic centre, at some places more than one private hospitals are found in the same building. But ordinary patients are unable to understand which one of these is real and which one is fake. Because, RAB mobile court detected the existence of a fake private cancer hospital in a tin-shed house with hard-board fence atop the Chistia Hotel just in front of the Mohakhali National Cancer Institute and Hospital and National Institute of Chest Disease and Hospital. Various treatment of cancer patients including chemotherapy is given there in a horrible situation at 18 decorated beds in 4 cabins. After this revelation, there was a hue and cry over the mushroom growth of fake hospitals-clinics-diagnostics all over the country, although it has been an open secret since long. But the incidents of catching the offender red handed are very rare. In an on the spot investigation, as much as 14 private hospitals and clinics are found inside Lalmatia residential area beside Asad gate. In the areas adjacent to this, there are about 50 small and big private hospitals in Mohammadpur-Dhanmandi area. Even, according to government estimate there are about 800 such private hospitals and clinics in the city. And across the country this number is about 6000 which grew over last 32 years. The health department of the government is finding it difficult to control these hospitals resulting from reckless mushroom growth. In most of the private hospitals there is no proper atmosphere of treatment, infrastructure or machineries. Manpower is also inadequate. In the name of medical service, these establishments are being run only to earn commercial profit. These hospitals and clinics plunder the money of the patients taking advantage of their physical and mental weakness. Health experts said commercialisation of healthcare service has increased in the last two decades. Many find this sector to be a means of earning wealth. Some vested quarters have not taken this as a noble profession. Rather, they laid business trap for the patients. As a result, the incidents of medical practice by fake doctors and wrong treatment are on the rise. Lack of government monitoring has aggravated the situation. Many spoke on the need for changing private medical practice, clinics and laboratories ordinance of 1984. Dr Rashid-E-Mahbub, former pro-VC of Bangabandhu Sheikh Mujib Medical University (BSMMU) and president of Health Rights Movement, said a section is getting scope to cheat the patients for the lack of government monitoring. He underscored the need for enacting proper law and its enforcement. Dr ABM Abdul Hannan, Director (Hospital) of Health Directorate, is concerned with giving approval of private hospitals and clinics. He said these hospitals were not built in a day. It is very difficult job to control these. Sometimes, fake papers and adequate manpower are shown at the time of taking approval. It is hard to verify the false information at the initial stage. In some cases, our inspection team found signboard was hung with fake building furnished with equipments and logistic support. He said there is no adequate manpower to monitor the illegal hospitals and clinics. Yet, steps are being taken against fake hospitals and clinics. Some hospitals were already closed. Some others rectified themselves after receiving notice. There are 800 private hospitals and clinics in the capital. Majority of these hospitals are having 10/20 beds. Around 35 hospitals have more than 100 beds. The rest of the hospitals have capacity of 15, 25, 30, 40 and 50 beds. There are many clinics having only one bed. Some others have capacity ranging from 2 to 10 beds. Several sources of Health Directorate informed that sometimes lobbying of different quarters are necessary to get approval for establishing hospitals and clinics. As a result, they have nothing to do in many cases. Many influential politicians and leaders of doctors are allegedly involved in lobbying trade. Owners of these private hospitals and clinics are physicians at different levels. Authorities face various problems while taking measures against these hospitals. In most cases, move against those hospitals come to a nought. Dr AMB Abdul Hannan said, “We have no administrative power. We have to depend on district administration before taking any move. Their executive magistrate is our last shelter.” A private hospital was built over the Chistia Hotel fenced with hardboard in front of National Cancer Institute and Hospital and National Institute of Chest Disease and Hospital at Mohakhali in the city. This hospital is decorated with 18-beds and the number of cabins is four. The hospital is rendering services to the cancer patients. In exchange for service the hospital authorities are taking huge money from the patients. On March 13 last AHM Anwar Pasa, Executive Magistrate of RAB paid a surprise visit to the hospital with mobile court. The mobile court authority sealed-off the hospital after the drive and also the mobile court conducted by RAB caught two persons red-handed from the spot. The Executive Magistrate of RAB told this correspondent, “This so-called hospital which is hundred yards away from the head office of Health Directorate was fully illegal. They have no valid approval, favourable environment and sufficient manpower to run the hospital. Even this hospital has no full-time physician. If necessary the hospital authority used to call a doctor from the Government Cancer Hospital.” Abul Hashem, a patient who took treatment from the so-called hospital told this correspondent, “Firstly we tried to get admission in National Cancer Institute and Hostipal at Mohakhali. But falling victim to middlemen I have come to this hospital. Only three employees are running the activities of this hospital. My condition is not improving and is rather deteriorating.” Another patient Kabir Hossain said nurse Beauty provided all types of treatments including chemo. Being arrested by RAB, Beauty admitted that she was engaged in providing all treatments. She used to perform the tasks of giving saline, blood and chemo injection. She did her job there for the last two years without medical expertise. An influential ward boy of National Cancer Institute and Hospital established this fake hospital. Earlier on April 28, in a drive at Dhamrai and Ashulia, on the outskirts of the capital led by executive magistrate Mohammad Al-Amin, RAB-4 detected a fake hospital and doctors. Maleka General Hospital and Diagnostic Centre of Dhamrai was sealed off for violating the Medical Practice and Private Clinics and Laboratories (Regulation) Ordinance, 1982….(13). Law enforcers arrested a person named Md Suruj Khan, a quack during the drive. Suruj posed himself as a doctor after making fake MBBS and BMDC certificates in the name of Dr Sheikh Tayebur Rahman, a physician registered with BMDC and a government doctor of Kaliganj of Satkhira. He was engaged in medical practice for long time. Suruj was given four years rigorous jail sentence along with a fine of Tk 2lakh and six months jail more in default, for violating the BMDC Act 2010…. 28 and 29 sections. Action was also taken against some fake doctors in the drive.
