Taksim A Khan Everything is valueless to WASA managing director Taksim A Khan. He ignores everything. By selling self claimed kinship with the Prime Minister, he has managed to remain in the post for longer time than any of his predecessors. In utter disregard of the decisions of the highest policymaking Board, he has been imposing his personal decisions upon others for years. He made unholy syndicate with four engineers trained by him. They control tenders and recruitment proceedings. Despite approval of the Board Meeting, Taksim is not regularising the jobs of the master roll employees. WASA Chairman resigned as Taksim consolidates all power in his hand. Before resignation of the Chairman, Taksim did not hold any Board Meeting. Now, he allegedly holds meetings after making an additional secretary of the LGRD ministry as chairman. As his wife and children live in the USA, he undertook foreign trips in almost every month. He allegedly earned huge money by awarding the work of revenue collection to the private sector and collecting commission from it. Taksim reportedly has good connection with Dhaka WASA Labour Union president Hafiz Uddin. Aktar, Sabuj, Rafik and Mohsin syndicate Creating personal influence, Taksim formed a syndicate with a few engineers loyal to him. Members of the syndicate are superintendent engineer Akhtaruzzaman, Rafikul Islam, executive engineer Mohsin Ali Mia and Abdus Sattar Sabuj. Besides, DMD Kamrul Islam Chowdhury and chief revenue officer Golam Ahmed are involved in the syndicate. Several sources of WASA claimed that Rafikul Islam is playing the role of cashier of Taksim. Rafikul was removed from the post of MD’s staff officer. An engineer said Rafikul plundered huge money by securing work order in favour of his wife’s construction firm. As affected persons registered complaint to the ministry, Rafikul was removed from the post of staff officer. Yet, he continues his evil business. Akhtaruzzaman, another member of Taksim syndicate, has replaced Rafikul. Besides, Mohsin Ali Mia and Abdus Sattar Sabuj have become desperate in looting money on behalf of MD. A Board member said allegedly by abusing name of PM, Taksim is committing massive corruptions. He extended the term of pro-Jamaat revenue officer Golam Ahmed on two occasions. Whereas, he caused the exit of Awami League family’s son and a former president of Chhatra League of university unit Eng Rahmatullah from chairman post. For his wayward attitude, a distance was created with LGRD Minister Syed Ashraful Islam. Akhtaruzzaman, superintendent engineer, however, refused to make any comment in this regard. WASA Chairman Engineer Rahmatullah has resigned after facing pressure for the last six months. The chairman resigned for variety of reasons that included reappointment to its MD bypassing the board meeting. Besides, board meeting is not being held months after months and obstacles were created on the way of performing his responsibility. It has been learnt that he submitted his resignation letter to the LGRD and Cooperatives Minister Syed Ashraful Islam on last June 19. He joined as the chairman on May 8, 2012. After some days, conflict started between the two high officials. But the resignation letter was not received by proper authority, said WASA officials. WASA Chairman Engineer Rahmatullah said, as per the law the organisation’s highest authority is WASA board. MD of WASA is appointed following the recommendation of the board of WASA. The board has been embarrassed as the decision of it has been bypassed through the reappointment given to the MD. Moreover, a board meeting is supposed to be held in every month but it is a matter of sorrow that board meeting is not being held for the last six months. He said, “I sent letter to the LGRD secretary for regular board meeting. I have given my resignation as it is not being possible to work as per the rules and regulation despite repeated attempts.” It has been learnt that Dhaka WASA chairman submitted his resignation letter on last June 19. In the resignation letter he said, “I should be released in the given situation.” It has been learnt that before chairman’s resignation WASA MD created many obstacles for which board meeting was withheld for long time. Under this circumstance, only routine works were performed. According to water supply and sanitation authority law (1996 of Dhaka WASA of section 1 of the amendment) it has been clearly mentioned that the board will hold as many meetings as may be necessary for performing duties and responsibilities properly. But there is a condition that at least one board meeting will be held in every two months. It has also been learnt that a special board meeting of WASA was held on October 7 last for the last time with the presence of chairman. But WASA MD Eng Taksim A Khan was not present in it though he is the chief executive of Dhaka WASA and most important member of the board. Seeking anonymity an official said ignoring the rules and regulation and postponing the board meeting, WASA MD created pressure in many ways on the chairman for the resignation. WASA Chairman was compelled to resign as he was inactive for long time. Now an additional secretary has been made the chairman and the board meeting is being held as per his will.
