Recruited just thru viva, they are BCS officers:Daily Sun

  They never sat for any competitive examination of Public Service Commission (PSC) to get government job. Even they did not take part in any training or pass departmental examination. But they became BCS cadre officers. They got job on ad hoc basis under a five-year project after qualifying in viva voce tests. Their jobs were scheduled to be terminated at the end of the project. The project was c
losed but they became BCS cadre officer—fully in the first class post. It is not end of the incident. These officials are now senior than many BSC passed officers. This irregularity was committed over inclusion of job of 92 teachers in BSC cadre service by the Education Ministry and Directorate of Secondary and Higher Education. An investigation shows some unscrupulous syndicate of the directorate and ministry committed this irregularity in connivance with 92 teachers. The file on the matter after being processed by the training section of the directorate was sent to the development section of the ministry. The officials of the both sections allegedly performed the job in exchange for money. Prof Fahima Khatun, DG of Directorate of Secondary and Higher Education, said, “It was necessary to regularise the job of the said teachers.” She, however, said the file was not processed following due course of rules. A note will be sent to the ministry in this regard, she added. This incident sparked grievance among the members of BSC (Education) Cadre. They submitted memorandum to the directorate protesting this. On June 26, the Education Ministry issued a circular regularising the job of 92 teachers of 11 teachers training colleges under the BCS recruitment rules. These teachers got the job on ad hoc basis in the project started in 1995. They joined the job under terms and conditions that their service will be terminated at the end of the project. But, after expiry of the project in 2008, their service was transferred to revenue section. As per recommendation of the PSC, their jobs were regularised in 2012. There are six assistant professors and 86 lecturers among the 92 appointed officials. The gazette notification of the Education Ministry mentioned that the posts of 92 teachers have been made permanent according to the regulations of 1981 clause 7(1) and (2). But officials concerned said the teachers who were appointed under the rules are not allowed to get jobs because two laws clearly explained that teachers have to complete four months’ foundation training and qualify in 300 marks divisional examination for job permanent. But they did not fulfil those conditions. If their service was on regularisation process, then continuity of their service could be maintained but they would not get promotion. Defying rules of service regularisation, the teachers will get promotion and selection grade and financial benefit. They also can demand seniority as regular officials of BCS cadres. It is learnt that the six assistant professors are going to get seniority against the seventh BCS cadres officials of 1988 as their service was regularised as per the rules and regulations of BCS service rules. Now they will get opportunity to be a professor before the BCS officials being appointed seven years later. But they did not receive foundation training and did not attend departmental examination. In this way, most of the lecturers will get seniority before getting seniority of the officials appointed under 16th BCS. Every teacher will get additional facilities of Tk 30 lakh as retirement benefit after regularisation of their service under the law. Service of Md Mohsin Talukder, lecturer of Barisal Teachers Training College, was regularised. Talking to Kaler Kantho, he said, “They got appointment according to the rules and regulations. Because it was mentioned in the project proposals that lecturers and assistant professors will be appointed directly under the existing BCS (general) rules.” About foundation training according to the rules of BCS appointment rules-1981, he said, “A meeting of Education Ministry in January 30 in 2012 chaired by additional secretary (development) decided that the teachers who are working in the country’s teacher training college will get foundation training in phases. But it was not organised. We will apply to the ministry for initiating the decision.” Officials of BCS (general education) cadres organised a protest programme against the gazette notification served by the education ministry. On July 13, sixty-seven teachers of the government training colleges across the country submitted a memorandum to the Director General of Secondary and Higher Education, demanding cancellation of the said gazette notification. Prof Masume Robanni, former General Secretary of BCS (General Education) Samity, said, “We have no objection about the regularisation of service of those teachers. But is there any provision of regularising their service under the BCS education cadre? I know there is no opportunity under the BCS rules.” When asked, Education Secretary Dr Mohammd Sadik said, “We will see the matter seriously.”
