BSS Photo Prime Minister Sheikh Hasina on Sunday said Public Service Act would be passed soon to make an efficient and service-oriented public administration through sweeping reforms. “We will formulate Civil Service Act soon for its passa
ge in parliament immediately,” she said while addressing a concluding session of the 56th basic training course at Public Administration and Training Centre in Savar. A draft of the bill has already been framed to this end, the PM noted. “We have made a move to reform the administration in a bid to make an efficient and service-oriented public administration.” She said Pay and Job Commission 2013 has been constituted to ensure due payment of salaries and allowances for government officials and employees. “We have to face new challenges using merits. Training helps learn the method,” she said, adding that her government has a plan to increase duration of the basic training to six months from existing four months. “Both public administration ministry and PATC have been working on it.” The premier directed government officials to serve the people coming out of the cocoon of colonial concepts. “People are owners of the republic and our target is to serve them and ensure their welfare as well. You have to discharge duties coming out of colonial concepts,” she said, asking the trainees to keep in mind that their salaries and benefits are given from the state exchequer. Hasina requested them to listen to the words of the common masses sincerely and attentively and try their level best to address their problems. “The next generation would get the results in future if they would carry out healthy activities,” she went on saying. “It depends on you how the country will turn in future and the next generation as well,” the PM said, asking the officials to shoulder responsibilities duly. Reminiscing about her family members, including Bangabandhu, Hasina said, “I returned home with a heavy heart of losing my near and dear ones...only to serve the people.” Claiming the training to be a significant one during the officials’ service period, she said training should be time-befitting. “Training makes one efficient.” The premier also laid importance on taking foreign training. “I have a lone appeal to you. I want to build Bangladesh as a peaceful country of South-east Asia,” she implored. Finance minister AMA Muhith, state minister for public administration ministry Ismat Ara Sadek and senior secretary Kamal Abdul Naser Chowdhury also spoke at the event chaired by PATC rector Khandaker Mohammad Iftekhar Haider. Earlier, the premier distributed ‘Rector Medal’ and ‘Merit Medal’ among 30 out of 263 participants under 20 cadre categories of the foundation training. Nasiruddin got the ‘Rector Medal’ for his outstanding results in the course.
