PM likely to direct to explore marine resources in Bay:Daily Sun

  Prime Minister Sheikh Hasina is going to direct the ministries concerned to explore marine resources in the Bay tomorrow. A senior official said respective ministries on Monday submitted their draft work plan for exploring marine resources. “We are discussing how to place the draft work plan on exploration of marine resources before the premier,” Prime Minister’s Office (PMO) Secretary Abul Kala
m Azad told daily sun after a preparatory meeting on Monday. Secretaries of different ministries and divisions attended the Monday’s meeting chaired by PMO Secretary Abul Kalam Azad. As part of the initiative, Prime Minister’s Office (PMO) will hold a meeting on August 20 aiming at taking an action plan through consultation with the stakeholders. Prime Minister Sheikh Hasina will preside over the meeting, officials concerned said. According to the officials, the prime minister will direct the ministries and divisions concerned to prepare themselves for exploration of marine resources and expedite oil and gas exploration activities in the Bay. It would be the first meeting being held with the prime minister after settlement of maritime dispute with India. The PMO has already sought recommendations and opinions from respective ministries and divisions regarding prospects and ways on how to explore marine resources and make their best uses. The EMRD will seek premier’s permission for appointing a consultant to redesign the blocks to invite fresh bidding round after settlement of maritime boundaries, an official concerned said. Besides, it also seeks cooperation from Myanmar through ministry of foreign affairs to expedite oil and gas exploration in the Bay after settlement of the dispute with the country. The division will place a proposal to its Myanmar counterpart to establish extended cooperation between Bangladesh Petroleum Exploration and Production Company (BAPEX) and Myanmar National Oil Company (MOC) on exploration of oil and gas. Bangladesh is now working to invite fresh bids and it would require Myanmar’s assistance in conducting survey as any foreign ship needs to enter 6-10 kilometres inside the sea of the neighbouring country to do the survey. Petrobangla has so far signed deals with US giant ConocoPlillips on exploration of hydrocarbon in five offshore blocks—two in deep sea blocks (DS-07-10, DS-07-11) and another three in shallow sea blocks (SS-07-04, SS-07-09 and SS-07-11). Besides, three deep sea blocks-DS-07-12, DS-07-16 and DS-07-21 are under evaluation process. Bangladesh recently secured its rights over 19,467 square kilometres of maritime area in the Bay of Bengal out of the disputed 25,602 square kilometres with India. Bangladesh has already awarded two blocks to US Company ConocoPhillips on DS-07-10 and DS-07-11 under offshore bidding round 2008. Besides, it awarded two shallow sea blocks — SS-07-04 and SS-07-09—to Indian ONGC Videsh Ltd under offshore bidding round-2012. Under the 2012 bidding round, the government also signed deal with Santos-Kris Energy JV, an Australia-Singapore joint venture, for the shallow block no-SS-07-11 in the Bay.
