Panic all around over crime style:Daily Sun

  Although the number of incidents of murder, snatching-hooliganism, theft and robbery has not increased, the type and style of these crimes have changed in such a way that they are creating panic in public minds. Side-by-side, dillydallying attitude of police and RAB in nabbing these criminals and investigating the incidents are also creating questions and concerns among the people. According to
crime experts people are suffering from insecurity. Their suggestion is that only through stepping up the investigation into incidents of crimes and awarding exemplary punishment to the perpetrators such crimes can be contained and panic among public minds can be removed. But from different level of the government, present law and order situation is being claimed to be normal. The statistics also supports that. But these statistics in records is failing to reassure the people. Most of the people concerned consider the present crime situation as alarming. Many officials of law enforcing agencies also termed the situation ‘alarming’. State Minister for Home affairs Asaduzzaman Khan has described the prevailing situation as ‘not abnormal’ and advised the people not to be worried. He told Kaler Kantho that several sporadic incidents have taken place. Those are being investigated and attempts are also being made to arrest the offenders. By this time, some of them have been arrested. Work is going on to find out the motive of recent murders. There is no reason to be worried and panicked without knowing by whom and why these are being committed. In every incidents the government is taking speedy and proper step. Meanwhile, crime analysts said although there is ups and downs statistically in crimes like murder and hooliganism, use of illegal fire arms is creating alarming situation. Basically the type of using arms for crimes including murder is reckless and alarming and a sort of inaction by police and RAB in controlling these and arresting the criminals is noticeable. While on the one hand, these are being helpful for the criminals, on the other hand panic is mounting in public minds. Some of the analysts are suggesting for stepping up patrolling by RAB alongside the activities of police. They think that in recent times, activities of RAB is limited throughout the country. They expressed the opinion that such situation may be averted by ensuring exemplary punishment to the criminals. Sources at Police Headquarters said 409 incidents of murder were committed in July while the number was 392 in June, 370 in May, 401 in April, 369 in March, 328 in February and 403 in January. The statistics were similar to the last couple of years. A survey in six months shows that 19 murder cases were lodged with various police stations in Dhaka in January, 16 in February, 19 in March, 24 in April, 21 in May, 26 in June and 25 in July. It is apprehended that the number of would be confined to 30 in August. In the first six months of this year, 2, 263 murders took place across the country. As many as 89,109 cases were filed in connection with various offences including 448 robberies and over 1,000 snatching. Experts said that the incidents of 13-14 murders per day in the country are not manifestation of a normal situation. This situation has been continuing since long. Majority of the murders are a sequel to personal, family and social enmity. In that case, police have no preventive measures to thwart the killings. Omar Faruk, Associate Professor, Criminology and Police Science of Mawlana Bhashani Science and Technology University, the real situation cannot be understood by analysing the statistics. Sometimes, the pattern of crimes creates panic in public mind as it is evident now. Offenders are fleeing the scene after entering house and killing men by slaughtering. The incidents of opening fire in brought day light are spreading horror among people. The law enforcing agencies will have to move strategically to tackle the situation and the offenders should be arrested and punished soon. Dr Zia Rahman, Department of Criminology and Criminal Justice under Dhaka University, said non-punishment of criminals results in increase in crimes. The offenders cannot be arrested for lack of competency of the law enforcement agencies. It has been found through analysis that the crime index is fluctuating. The crime scene that existed in the country at outset of the year has changed gradually. The incidents of snatching by opening fire and blasting bomb in broad day light have increased. Alongside, killing at bedroom and attempt to kill in the street have increased. Against this backdrop, people are suffering from insecurity. Accused in most of the sensational cases have not been arrested. Progress in the investigation into the cases is unsatisfactory. The numbers of brutal incidents across the country including the capital have increased. Murders by professional killers and also under political shelter are taking place.
