Latif Siddique in hiding or under police surveillance?:Daily Sun

 Former minister Abdul Latif Siddique has not been arrested after returning home carrying arrest warrants in over one dozen cases filed in different districts for hurting religions sentiments. His present whereabouts are not clearly known. However, it has been confirmed that he is staying in Dhaka. Drama is being staged, one after another, whether to arrest him or not. Although arrest warrants are
in hands, police are not showing any enthusiasm to arrest him on the pretext of no directive coming from the high ups. Meanwhile speaker of parliament has said although Latif Siddique is still a member of parliament, speaker’s permission is not essential for his arrest. On the other hand, state minister for home has said permission of speaker is necessary. Under this circumstances police are keeping their hands folded. However police officials claim that Latif Siddique is very much under their watch. Latif Siddique landed at Hazrat Shahjalal Airport at 8:21pm on Sunday. Staying for over one hour at the airport he left for undisclosed destination. Nobody can say where is he staying now. Statement made by Latif Siddique at New York sparked countrywide protest and demonstration. Cases were filed against him at many places. The government vowed to take stringent step against him. But the government made flip-flop when Latif Siddique returned home. He managed to make a safe exit under the nose of law enforcing agencies. Despite expiry of 24 hours after his arrival, he was not arrested. Secrecy is being maintained as to his whereabouts. The situation has put police in a fix. They do not understand as to whether Latif Siddique should be arrested or not. Police said they are waiting for green signal from high officials. They believe that the Speaker’s permission is needed to arrest him. Latif Siddique landed in Dhaka airport at 8: 21 pm Sunday. He stayed at Dolon Chapa rest house for almost an hour. Various intelligence officials talked to him. Some officials sought permission from their bosses to arrest him. Failing to get permission, police fell in an awkward situation. At last, Latif Siddique was allowed to leave the place. A police officer said Latif Siddique is under their surveillance network. After getting permission, they will arrest him. He said Speaker’s permission is not required to arrest him as court issued arrest warrant. The officer questioned “Once Latif Siddique used to make arrogant comment. Why has he gone into hiding?” Widespread rumours were there about Latif Siddique’s position throughout the day. Many TV channels and online news portal published news that Latif Siddique attended High Court for getting anticipatory bail. But actually Abdul Latif Siddique did not attend the High Court. State Minister for Home Asaduzzaman Khan informed that there are some legal impediments for arresting Latif Siddique. He made the remark while talking to journalists at Secretariat on Monday. Replying to a question, the state minister said cabinet did not discuss about the issue. You can know from the cabinet secretary. Replying to a query whether it was a failure of the government as it could not arrest Latif Siddique although there was a court order, he said, “We have no failure. It is true that there was an arrest warrant, on the other hand Latif Siddique still is an MP. Prior permission from the Speaker is necessary to arrest an MP. Jatiya Sangsad Speaker Dr. Shirin Sharmin Choudhury told journalist on Monday, “Though Latif Siddique is expelled from the party and cabinet but still he is a parliament member of Tangail-4 seat. There is no need for permission to arrest him. Section 174 of JS proceedings revealed that without Speaker’s permission, nobody can be arrested within the Parliament building boundary. The explanation of JS boundary means, JS session room, lobby, gallery. So there is barrier to arrest Abdul Latif Siddique. Already there are many instances to arrest several lawmakers without prior permission of the Speaker. During the ninth JS session, some BNP lawmakers were arrested without permission of the Speaker. Regarding this, Speaker Shirin Sharmin Choudhury said if Latif Siddique is arrested from any area outside the parliament complex there is no need to take any permission. Several cases have been filed against him for hurting the religious sentiment. Of which, seven cases are in Dhaka, three in Chittagong, two cases in Narayanganj, Satkhira, Sylhet, Chandpur each while one in Gopalganj, Kishoreganj, Noakhali, Barguna, Comilla, Jamalpur, Brahmanbaria, Sirajganj, Moulovibazar, Magura, Tangail, Barisal, Chapainawabganj and Habiganj each. It is learnt that a total of 32 cases have been filed against him. The court issued warrant for arrest of Latif as he did not appear before the court despite summons were issued in 12 cases. The court has also summoned him to appear physically in the court in the remaining cases. Police is quite sure that Latif Siddique is in Dhaka although no one could tell about his exact location. But he did not say which area he is staying in. Latif Siddique will surrender to the court soon, said that sources. Discussion also took place with his personal lawyer in this regard. Opposing about his hiding that person said he will not hide himself. If he wanted to hide himself he would not return to the country he added. But for now he is observing the situation.
