The government will review the existing policy for setting up large solar and wind-based power projects to scale down an existing offer of providing land to such projects amid scarcity of government-owned land. “In the existing policy, the government provides land to set up large solar or wind-based power projects……but shortage of government-owned land causes delays for such projects,” a senior of
ficial of the power division said. He said an amendment will be made to the policy to shift the responsibility of arranging project land to the project owners. “The aspirant would only be allowed to set up such power projects under build, own and operation (BOO) basis,” he added. According to Renewable Energy Policy-2008, the government had set a target to generate 15 percent or 800MW of electricity from renewable sources which would be 10 percent or 2000MW of power by 2020. The government has a target to set up 500MW of solar park to achieve this target. “We can implement mini solar grids…but it’s impossible to set up large power projects through tendering procedure due to scarcity of government land,” another official said. So, the government moves to review the policy which will allow setting up large solar power projects on project owners’ own land, he informed. He said the government’s target would be achieved if more renewable power projects are implemented in the private sector. The government has a target to generate 200MW of electricity from renewable sources, but it so far could take the electricity generation from renewable sources to 172MW. The government will target to generate 1170MW of electricity from solar park by 2021 by reviewing the existing policy. As per the draft review, around 700MW of electricity would come from private sector renewable energy projects installed on private lands while another 330MW would come from projects using government land. Meanwhile, the public sector would contribute to generate 140MW of electricity from renewable sources by using government land.  Besides, the government also has a target to generate 1120MW of electricity by using wind power by 2021. Of the projects, public financing project will generate 350MW electricity from projects installed on public land while private firms will contribute 350MW from projects installed on government land. The rest 420MW would come from private sector projects installed on private land. As per draft review of the policy, large solar and wind projects would be implemented as per the special power and energy enhancement act-2010 as the current policy doesn’t have any guideline about the power tariff for such projects installed on privately-owned land. The government would set tariffs for such projects through negotiations, the draft said, adding proposals will be placed before cabinet economic affairs committee to finalise tariff. The government has already received proposal to set up 200MW solar based power project at Trisal with power tariff at 17 US cents per unit for 20 years period, officials said.  Singapore-based Sun Edision Energy Holding Pte proposed to set up the 200MW solar-fired power project at 1000 acres of land.
