As the 400-year-old Dhaka city inhabited by 20 million people is now overburdened with accumulated problems, the two mayors of Dhaka city corporations to be elected on April 28 will face eight major challenges. According to sources, the challenges are introduction of city government system, overcoming the financial constraints, checking the plunder, construction of utility tunnel, disposal of 600
containers for wastages lying on the roads, ensuring the infrastructure development, development of 47 playgrounds and recovering 17 others and freeing the city dwellers from the scourge of mosquitoes and drugs. Strong demand has been raised by the city planners and the voters in the fields for introduction of city government system. To meet the demand of the voters and improve the quality of services, the mayor candidates have pledged to introduce city government. In this regard, Awami League-backed mayor candidate in Dhaka North City Corporation Annisul Huq said, “If elected, I will try to introduce the city government as full service cannot be ensured without such government.” City planners Prof Golam Mortuza said the reasons behind the Dhaka city dwellers not getting proper services are administrative and management complexities, corruption, incompetence, political influence, lack of awareness and financial constraints. All these can be managed if city governments are established. People concerned maintain that at present 54 government establishments in Dhaka are engaged in providing services in the city. These establishments are regulated by 22 ministries. There are deep discontent and despair over the low quality of services by City Corporation, DESA, Dhaka WASA and DMP. There is no government establishment for their coordination, evaluation and monitoring. As a result, there are many questions in public mind about these organisations. The coordination of all establishments providing services in the city must rest in the hands of the mayor.   The city dwellers face unbearable sufferings as road-digging is done by this or that government organisation all over 1800 square mile areas of Dhaka. To end these sufferings an initiative has been taken to construct a common utility tunnel. After the bifurcation of the Dhaka City Corporation on November 29, 2011, the two city corporations have been facing severe financial crisis. It is getting difficult to pay the salary and allowance of the officers and employees. Under these circumstances, whoever is elected as mayor will face a big challenge to overcome the financial constraints. In this respect, AL-backed mayor candidate in Dhaka South City Corporation Sayeed Khokon said, “I am aware of the financial crisis. If elected I shall try to get out of the crisis by increasing the revenue earnings.” Both the city corporations are gripped by plunder and corruption. They are indulging in tender violence, appointment business and illegal billboard trade. But above all, is the city corporations are engaged in market grabbing. It will be difficult for the new mayors to stop all these.    As many as 17 of the city’s 47 parks are under illegal occupation. As a result, the environment for entertainment is very limited. It will be very difficult to recover these parks.   The city dwellers want to get rid of mosquitoes and drugs. It will be a tough task for the new mayors to meet this demand also.
