Tk 92,500cr ADP layout:Daily Sun

Planning Commission has finally proposed an ADP outlay of Tk 92,500 crore for the coming 2015-16 fiscal year in line with the limit set by finance ministry. The final proposal for the new development budget was made at an extended meeting of the government’s economic policy-making body on Thursday. Commission sources said the new ADP outlay is expected to get the final nod in the meeting of Nation
al Economic Council (NEC) next week with Prime Minister Sheikh Hasina in the chair. The size of new ADP will be 15.17 percent bigger than the current fiscal’s original ADP and 23.33 percent larger than the present revised budget. In the 2014-15 financial year, the size of the original ADP was Tk 80,315 crore, which was later trimmed to Tk 75,000 crore. Of the proposed ADP, Tk 58,000 crore is due to come from local resources and Tk 34,500 from project assistance. Official sources said transport sector is getting the highest priority in the new ADP taking into account the necessity of improving communications network as well as Padma Multipurpose Bridge project. The second highest priority is going to power sector followed by physical planning, water supply and housing sector while education and religion sector is likely to see fourth highest priority in the development plan. Power division will get Tk 15,485 crore—Tk 6,300 crore from local resources and Tk 9,185 crore from foreign funds. In terms of ministry-wise allocation, Local Government Division will get the highest Tk 16,650 crore—Tk 8,800 crore from local resources and Tk 7,850 crore from project assistance. The third highest allocation of Tk 8,921 crore has been earmarked for Bridges Division entrusted with building the long-awaited Padma Bridge. The lion’s share of Tk 8,721 crore is supposed to come from the government’s own resources and Tk 200 crore from foreign funds. Primary and mass education ministry will get Tk 5,541 crore, health and family welfare ministry Tk 5,331 crore, railways ministry Tk 5,400 crore and road transport and highways division Tk 4,675 crore. Besides, block allocations for programming division under Planning Commission, and the NEC for adjusting extra demands will be of Tk 1,088 crore—Tk 557 crore will come from local resources and nearly Tk 531 crore as project aid.
