Madrasa directorate unable to work without DG:Daily Sun

  Five years are passing by, but the directorate of madrasa education is yet to function due to a long delay by public administration ministry to appoint a director general to the department. Activities of the proposed section remain stagnant as the ministry concerned failed to appoint a DG in four months and a half after getting a letter from education ministry. Mohammad Sadik, the then education
secretary, in June 12 wrote a letter to senior secretary of public administration ministry Dr Kamal Abdul Naser Chowdhury, requesting him to appoint a DG to the directorate. But the process dragged on for months for no positive response to the letter. Sources said the government has made the move to establish a separate directorate for development and modernisation of madrasa education. To this end, public administration ministry on November 11, 2010, gave approval of an organisational structure of the directorate. It also approved 53 posts of manpower and vehicles and office equipment for the proposed body. Later on May 9, 2011, the proposal of new posts for the directorate was send to finance division that deducted three posts and gave approval of 50 ones. The proposal to create 50 posts was also approved in the meeting of the secretariat committee on administrative development on August 29, 2013. Of them, 20 are first-class posts for the directorate. Prime Minister Sheikh Hasina also approved the posts. Sources in education ministry said finance ministry has given the final approval of the posts on March 13, 2014, after completing all the processes. The ministry also fixed office space for the directorate on the 4th floor of the directorate of secondary and higher secondary education in the mean time. Although office space and equipment are ready, the directorate is unable to function for a long delay in appointing a DG. Sources said the status of DG will be equivalent to a joint secretary of public administration ministry and the DG will then recruit all other staff members. Activities of madrasa education will get momentum if the directorate of madrasa education starts activities properly.
