Sedition case to be filed after investigation:Daily Sun

 Different intelligence agencies have submitted to the public administration ministry the footage as evidence of government officers’ presence at the much-talked-about secret meeting at Khaleda Zia’s Gulshan office. Some 33 officials have been identified on the basis of this footages, including 22 incumbent service holders. Others have gone on retirement from services. Yet the retired ones will be
implicated in the cases. Public Administration Ministry will investigate against those who are cadre officers among them. On the basis of allegation, joint secretary AKM Jahangir Hossain has been sent on forced retirement on Thursday. Besides, administrative officer of Science and Technology Ministry Ibrahim Miazee and personal officer Toufiqul Islam have been made OSD. On the same allegation, personal officer of cooperatives division Kazi Zahir has been removed from his duty. Meanwhile, for the secret meeting with Khaleda Zia, some top leaders of BNP are also going to be implicated along with over 150 government officials and employees. Sedition cases will be filed against them after investigation on the charge of plotting to oust the government according to a source. A group of government officials and employees held a meeting with Khaleda Zia at Gulshan on December 4 at night. There was a commotion when reports on this came in the mass media. Prime Minister Sheikh Hasina herself declared that legal action would be taken against them. State Minister for Public Administration Ismat Ara Sadeq said no violator of discipline would be spared. The government has taken up the matter seriously. Action against those who held meeting with Khaleda Zia will be taken under government employees (Special rules) ordinance of 1979. Sources at the Home Ministry said, under the directive of government policy makers, more than one intelligence agency started preparing the list of the bureaucrats who participated in the meeting with Khaleda Zia. They completed the preparation of the list within a short time. The intelligence agencies sent the list to the police head quarters and Prime Minister’s office on Sunday. In the list there are names of 22 officials and employees who are in service now. Besides, name of another 11 former bureaucrats have come in the list. In the list of officers and employees are: Joint secretary of public administration ministry AKM Jahangir Hossain, assistant secretary of Environment and forest ministry Abdul Khaleque, Administratic Officer Bakhtiar Ahmed, Ebadat Ali, Senior Senior asstt. Secretary Ehsanul Huq, Personal officer of public administration ministry (at present on deputation at PMO) Badiul Kabir, administrative officer Toufique Ahmed, Officer of Jute and textile ministry Humayun Kabir, administrative officer of local government Abdul Mannan, administrative officer of Science and technology ministry Ibrahim Miazee and personal officer Toufiqul Islam, deputy secretary Fazlur Rahman, former cabinet secretary ASM Abdul Halim, former IGP Abdul Quaium, former official Aftab Ahmed, former deputy secretary Aslam Iqbal, former deputy secretary SK Bashir. Allegation has been raised that joint secretary AKM Jahangir held meeting with Khaleda Zia. He has been sent on forced retirement. Public Administration Ministry issued a notification saying he is sent on retirement as per government officials’ retirement law 1974 upon fulfillment of 25 years of job. Jahangir allegedly took part in Uttara conspiracy during the caretaker regime. Following this allegation, he was made OSD. The matter moved to the court. For holding the secret meeting, officer of Rural Development and Cooperative Division (RDCD) Kazi Jahir has been attached to the division’s library. He was personal officer of deputy secretary there. RDCD secretary MA Kader Sarkar said he was removed from the important post for his alleged involvement in the meeting. Administrative officer of Ministry of Science and technology Ibrahim Miazee and personal officer Toufiqul Islam were made OSD. Toufiqul Islam said being government official it is beyond the question for him to attend any meeting. Ibrahim Miazee said “As I am a government official, I am not supposed to talk to you. Yet I would like to inform you that I was watching sports on the TV at the night the meeting was held. Next day, I found my name published in the newspaper. I did not take part in any meeting. I demand an impartial investigation into the matter. LGRD Ministry’s administrative officer Abdul Mannan said I was astonished to see my name in the newspaper on December 4. I was in Bogra on the day. As my father is sick, I went there on leave. Pro-ruling party organisation, Secretariat Karmachari Sanjukta Parishad president Nizamul Islam Bhuiyan said, “We held a meeting with the officers of Prime Minister Office on Wednesday regarding the situation that arose in secretariat recently. There we told that persons who did not attend the meeting should not face any harassment rather list should be made on those who attended the meeting.” In this connection, an officer of Special Branch (SB) said, “There may be some 50 persons in the list. Temporarily, we made a list of 33 persons and sent to the department concerned. The number may increase further. Our investigation is going on. Those who are trying to hatch conspiracy against the government would be dealt with strictly. Police installed several closed-circuit cameras at the political office of BNP Chairperson. After the meeting with BNP chairperson when the bureaucrats were coming out from the office were captured by the footages of CC cameras. In addition, a number of private television channels televised the former and incumbent bureaucrats. Later, the meeting news created commotion and accordingly intelligence agencies started investigation. Seeking anonymity an officer of an intelligence agency said, “The presence of bureaucrats in the meeting was proved by the video footages. We have the document as they sat for a meeting with Khaleda Zia. And they will not be spared for such act.” The policymakers of the government became active after the meeting news spread. They have instructed the law enforcing agencies to go for hard-line stance. Being instructed the agencies started working. The secretariat officials and employees of different ministries who are the supporters of BNP-Jamaat are kept under surveillance. Intelligence monitoring has been increased in different departments. The activities of officials and employees are also being monitored. The process is going on for legal action against the BNP leaders who were present during the meeting. They have also been identified as part of the conspiracy of ousting the government. The list included some top five BNP leaders. Besides, the list also included some officials and employees of the office of Khaleda Zia. Legal action might be taken against them. Several intelligence agencies made various recommendations on the bureaucrats, a source confirmed it. The recommendations mentioned that cases have to be filed against the officials who had sat for the meeting with Khaleda Zia. If needed, they have to be taken in remand for interrogation though arrest. Pro BNP-Jamaat bureaucrats should be kept under all time monitoring. They can be brought to book compelling to go for retirement. If the government does not go for tough action then any untoward situation may take place. The bureaucrats may make ‘Janatar Manch’ to oust the government. Asked about cases on the retired government officials former secretary and retired bureaucrat foundation member barrister Haider Ali said, “I did not attend the meeting. But I heard that some retired officials were present in the meeting. If cases are filed against them would be considered as fabricated. Because a retired official can engage in politics. It is true that the government officials cannot attend any political meeting. Nearly 1000 officials are continuing their services as OSD duties. But the ruling party’s loyal officials are getting quick promotion. Is this situation acceptable in any civilised society?”
