Bangladesh’s manpower export market in Middle East is likely to reopen fully through the upcoming visit of Prime Minister Sheikh Hasina to United Arab Emirates (UAE) on October 25-27, the expatriates’ welfare minister hopes. ions will into consideration several agendas to reach consensus during the PM’s visit. “Obviously some positive developments will be there as the heads of the governments are set to hold dialogue on mutual interests. The PM’s visit has been designed in light of positive responses on some issues from the counterpart,” Khandker said. The manpower market in Middle East, which is known to be the biggest destination for workers from Bangladesh, remains restricted for the last few years in the wake of various non-compliance activities of Bangladeshi expatriates such as fleeing from original employer for earning extra penny, lack of technical and language skills and frequent law-breaking by some workers, according to sources. Saudi Arabia, UEA and Qatar have been showing reluctance in recruiting Bangladeshi workers over the last few years due to the non-compliances. Sources said many Bangladeshi migrant workers went to the middle-eastern countries in the past spending higher amounts compared to their salary as per the contact with the employers. After arrival, many of them had fled the original employer to earn extra penny by bagging another job, realising that the immigration cost is not possible to make-up by doing jobs in legal way. This trend has annoyed the authorities there, which had created pressure on government to rethink on hiring manpower from Bangladesh. “Meanwhile, we helped the aspirant migrant workers improve their technical skills by arranging proper training for them. We also organised counseling for them so that they remain more aware about following rules. Our efforts have also been communicated to governments in Middle East,” the minister said. He also claimed that manpower export to Middle East has never been closed since his government came to power in 2009. “What happens is that the volume of workers migration was limited,” he clarified. Khandker Mosharraf said “Our endeavor shall be to impress the manpower hiring authorities in Middle East, but the manpower export will depend on the demand of that countries based on their economic activities.” For Bangladesh, Saudi Arabia is the top destination for manpower exports and biggest source of remittance for Bangladesh, followed by UAE and rest of the middle-eastern region. In the last financial year (FY), expatriates from Saudi Arabia have remitted $ 3118 million to the country while the total amount received from UAE was $2684 million, according to Bangladesh Bank (BB) data. In the Middle East region, Kuwait remains the third biggest remittance source for Bangladesh. Migrants sent home $ 1106 million from Kuwait in the last FY. Among other middle-eastern countries, expatriates have sent $701 million from Oman, $ 459 million from Bahrain, $ 257 million from Qatar, $ 71 million from Libya and $ 0.40 million from Iran last fiscal, according to BB data.
