Revised pay for civil servants from July next: Muhith:Daily Sun

  Finance Minister AMA Muhith said on Tuesday that civil servants will get benefits of the revised pay structures from July next as procedures may require deeper examination after receiving the Pay and Services Commission (PSC) report in December. The government has formed the PSC headed by former central bank governor Dr Mohammad Farashuddin on November 24 last to award the wage hike to public se
rvants in the wake of a long-persuading demand. The minister also promised in the FY15 budget placed in parliament on June 5 last to raise pay for civil servants after receiving the commission’s recommendations. “I hope the report will come by December. We will start examining the commission’s recommendations once we get the report in hand. It may take some time. But, implementation must from 1st July next fiscal,” Muhith told reporters at his secretariat office after holding a meeting with an IMF delegation. He said the government is no more interested in seeking another credit line like the ongoing Extended Credit Facility (ECF) scheme, which was meant for coping up with the growing deficit in balance of payment of Bangladesh. The finance minister hinted that the country has adequate reserves of foreign exchanges to meet the import expenditures and thus there is no need for such credit. “Yes, we can start a new scheme with the IMF for another purpose,” he said. The IMF had allocated an ECF worth $ 987 million for Bangladesh two years back and the scheme is now at the ending stage. However, the 17-member PSC was given a period of six months to prepare recommendations in consistency with inflation by discussing with various stakeholders. Some 1.3 million public servants of the bureaucracy were aspiring for the new pay structures. Until the final announcement of pay structures based on the PSC recommendations, the government will provide an interim financial incentive of 20 percent of basic salaries of civil servants and employees as dearness allowance, as per a government announcement came on October 6’ 2013. Meanwhile, PSC chairman Dr Mohammad Farashuddin said the commission will recommend appropriate hike in salaries and other benefits for the civil servants and employees, taking into consideration the prevention measures for improving integrity in discharging services. “The main philosophy (of the commission) is ensuring balance between income and expenditure so that civil servants and employees could maintain respective lifestyle smoothly. It will help them to refrain from being dishonest,” Dr Farashuddin told reporters after holding the commission’s maiden meeting on March 2 last. He also noted that the commission would strongly consider the impact of inflationary pressure in recommending appropriate pay structures for the civil servants and employees. But, he said, the commission’s main thought is appropriate increase in pay to the civil servants and employees which would enhance service quality and productivity. Regarding duration for preparation of the commission’s report, he told reporters, “It would normally take 12 to 13 months.”
