Cabinet okays nuke power plant bill:Daily Sun

The cabinet on Monday approved in principle the draft of the “Nuclear Power Plant Bill, 2015”, aiming to construct the country’s first nuclear plant. The approval was given during a regular weekly cabinet meeting at Bangladesh Secretariat with Prime Minister Sheikh Hasina in the chair. Under the proposed law, a company styled “Nuclear Power Company of Bangladesh” will be set up to go by an interna
tional practice. Emerging from the meeting, cabinet secretary Mosharraf Hossain Bhuiyan told reporters that the ownership of 2000 MW Rooppur Power Plant would remain under Bangladesh Atomic Energy Commission while Nuclear Power Company of Bangladesh would get the responsibility to operate it. “The plant is expected to start production in 2021,” he said, adding that the Science and Technology Ministry moved the bill. The cabinet secretary said like other companies, this company would have a board of directors with an authorised capital of Tk 10 million divided into 1000 shares. “The secretary of the ministry will be a director and chairman of the company, which will have 1000 shares, priced at Tk 100,” he said. Besides, Bangladesh Atomic Energy Commission chairman, additional or joint secretary of economic division, a representative of FBCCI, PDB chairman and Power Grid Company’s managing director will be directors of the company. Earlier, Bangladesh signed an agreement with Russia for constructing a nuclear power plant at Rooppur in Pabna. Russia will provide all assistance for setting up the plant, including providing the fuel and taking back the used fuel.A total of 262 acres of land have been acquired to set up two units with a capacity of 2,000MW. Each of the two units at Rooppur is expected to cost $1.5 billion to $2 billion. Bangladesh will bear 10 percent of the cost while Russia provides the rest as loan. The plant will be in operation for 60 years but its life can be extended by another 20 years. The plant will be built with third generation technology protected by five-layers of security. Bangladesh signed a $500 million deal with Russia for technical research at the country’s first nuclear power plant during Prime Minister Sheikh Hasina’s Moscow visit. A $265 million tender for the plant’s design was approved by the Cabinet Committee and a Russian firm won the bid. Construction of the core structure will start after finalising the design. Hasina, while inaugurating the plant in 2013, had said that Russian Atomic Energy Corporation would supply required energy for running the plant and take back the wastes. “So there is no need to worry about that,” she had said. The cabinet endorsed the draft of an agreement on coastal shipping with India to facilitate trade and transportation of goods through water routes of the two countries. The draft of “The Agreement on Coastal Shipping between the Government of People’s Republic of Bangladesh and the Government of the Republic of India” was ratified on April 20. Bangladesh’s Shipping Secretary Shafique Alam Mehdi and India’s Shipping Secretary Rajive Kumar ratified the draft deal in New Delhi on April 20. The cabinet secretary said it is expected that the final agreement will be signed during Indian Prime Minister Narendra Modi’s upcoming visit to Bangladesh.
