The eight leaders delivered their speeches in the inaugural session of the Summit. Nine observers from China, US, Australia, Japan, South Korea, Mauritius, Myanmar, Iran and European Union also attended the Summit. The eight leaders will also meet privately during a retreat at a resort in Dhulikhel on Thursday. The concluding session of the Summit will be held at the City Hall on November 27, when Kathmandu Declaration will be issued and some regional agreements signed. The Summit is likely to finalise three regional-level deals—SAARC agreement on motor vehicles, SAARC Agreement on Railway Service and SAARC Framework Agreement on Energy Cooperation. Nepalese Foreign Minister Mahendra Bahadur Pandey said negotiations regarding the deals were on. The motor vehicles agreement will pave the way for regular vehicles to ply on the roads of member states on a reciprocal basis, while the railway deal will open avenues for railway connectivity in the region. The proposed Energy Cooperation agreement aims at trading electricity from one country to another and erecting trans-boundary power grids. Pakistan is yet to finalise all procedures at home for the energy deal. Meanwhile, The 18th SAARC Summit has approved the report cleared by the 36th session of the SAARC Council of Ministers. The report, okayed by the Council of Ministers comprising foreign and external affairs ministers of the SAARC member countries, was approved in the 18th SAARC Summit inaugural session. SAARC Chair and Nepalese Prime Minister Sushil Korala had proposed for the approval of the report following the address of heads of state and government and representatives of observer countries. As per the provision of SAARC Charter, the report approved by Programming Committee, Standing Committee and Council of Ministers before the start of SAARC Summit, is approved in the Summit, according to Nepalese media. On the occasion, Nepalese Minister for Information and Communications Minendra Rijal affixed the first cancellation mark on a special commemorative postal cover on the auspicious occasion of the hosting of the 18th SAARC Summit in Kathmandu. Following this, SAARC Chairperson Nepalese Prime Minister Koirala announced the conclusion of the inaugural session and the first day business of the Summit.
