Indian cabinet okays land boundary deal:Daily Sun

The historic India-Bangladesh Land Boundary Agreement (LBA) is expected to be implemented soon, after long 41 years of its signing by the then Bangladesh Prime Minister Bangabandhu Sheikh Mujibur Rahman and his Indian counterpart Indira Gandhi on May 16, 1974. The Bill to operationalise LBA between the two neighbours was okayed by the Indian Cabinet on Tuesday and it will be placed in the parliame
nt today. The agreement was ratified by Bangladesh parliament shortly after it was inked, but on the part of India it was kept in abeyance for long. At last in September 2011 then Indian Prime Minister Manmohan Singh and Bangladesh PM Sheikh Hasina signed a protocol for the implementation of the agreement. But during the Congress rule, the essential constitutional amendment bill in this regard could not be passed due to opposition by the BJP and the Trinamool Congress. However, the situation reversed following the assumption of power by the BJP which along with the Trinamool Congress agreed to pass the bill. But trouble developed when at the last moment, the BJP decided to exclude Assam from the bill, which faced stiff opposition from the Congress. There was a patch up subsequently and the long awaited bill that includes Assam to ratify the agreement is coming to the Indian parliament today. The constitutional amendment bill (119th Constitutional Amendment act of 2013) which will allow the operationalisation of the 1974 India-Bangladesh Land Boundary Agreement includes enclaves and “adverse possessions” from West Bengal, Meghalaya, Tripura and Assam. It is learnt that under the agreement India will hand over 111 enclaves having 17,160 acres of land to Bangladesh and receive 51 enclaves comprising 7,110 acres. About 51,000 people are residing in these enclaves. The passing of the bill is now a matter of time only as it has been approved by the cabinet and the objection has been withdrawn by the Congress. According to sources, if the bill is passed in the current session of the parliament, as expected, it will pave the way for Indian Prime Minister Narendra Modi’s proposed visit to Bangladesh in June/July. He is expected to make final declaration of the implementation of the LBA during his Dhaka visit. A publication of the Indian External Affairs Ministry has said that if the LBA and the related protocol between India and Bangladesh are implemented, the border problems between the two neighbours will be resolved and peace will be established. This will also usher in a new era of cooperation at the same time.   It is interesting to note that the historic Land Boundary Agreement was signed by Indira Gandhi but during the long rule of her Congress Party in phases the agreement was not even ratified in the parliament due to various complications. However, it is going to be ratified and implemented during the rule of the BJP Prime Minister Narendra Modi.
